Get flag changes by date range

Get a JSON page of feature flag allocation changes within a date range, enriched with rollout metadata (name, feature flags, ECS/ADO links). Useful for debugging test failures by identifying which flags changed and when. Results are sorted newest first. Maximum window is 30 days; split longer investigations into fixed windows. Use the optional filters to narrow results by ring, environment, rolloutId, or experience. For more results, pass nextSkip as skip with the same top, fixed time range and filters until nextSkip is null. Includes whole-window statistics before pagination. Answer directly from the JSON. App-capable chats also show a compact, expandable summary; the app is not required to use the results.
