Investigate rollout

Full-picture investigation of a rollout — state, Themis compliance, blockers, and pipeline health in a single call. Fetches rollout details, active blockers, Themis boarding-pass compliance (all rings, when boardingPassId is present), and the build pipeline timeline in parallel, then enriches each blocker that has an ADO work item ID with its title, description, state, and assignee. Use this as the first call whenever you need to understand why a rollout is stuck, blocked, or paused — or simply to get the full current state of a flight.
