Rerun validation test pipeline

Rerun the complete FFv2 validation test pipeline after ffv2_diagnose_test returns rerun-eligible. Two-phase confirmation is required: first call with dryRun:true (the default), show the preview to the user, then call with dryRun:false and its confirmationToken. The backend rechecks evidence, rollout state, active builds, cooldown, quota, caller identity, and single-use authorization before queueing.
